About Us
The Project Management Unit (PMU) of Local Government and Community Development Department (LG&CDD) has developed Land Use Plans for 159 cities, 150 towns, and 500+ villages across 37 districts of Punjab. For effective implementation, PMU has developed the Planning Support System (PSS), the first of its kind to support local bodies and field hierarchies responsible for land use regulation through a centralized surveillance system. The PSS will assist planning officers in zoning decisions through the “Automated Zoning Report” and help control violations of approved Land Use Plans using a Geo-AI Land Cover Change Detection System.

The Project Management Unit (PMU) has developed a Planning Support System (PSS) following the completion of District Land Use Plans. This system introduces a Violation Tracking Mechanism to curb illegal land use, while fast-track approvals are streamlined through Automated Zoning Reports.
Following the presentation by Ume Laila Naqvi (PD PMU), CM Punjab Maryam Nawaz Sharif recognized its importance and took decisive action by establishing the Punjab Spatial Planning Authority (PSPA) to ensure effective plan implementation and land use regulations. CM Punjab emphasized its importance with a historic statement:
‘ٹاؤن پلاننگ مستحکم مستقبل کی ضمانت ہوتی ہے.’

Mr. Zeeshan Rafique
As Minister Local Government & Community Development Department, one of the key challenges has been the land use control, which requires significant improvements in prevalent land use control mechanisms. To address the growing issue of urban sprawl and the misuse of agricultural land, the Department through a dedicated Project Management Unit (PMU), completed the preparation of land use plans on a fast track.
To ensure these plans are effectively implemented and monitored, we developed the Planning Support System, enhancing transparency and accessibility across all districts. I am pleased to share that the Chief Minister has granted approval for establishing the Punjab Spatial Planning Authority to ensure the continuous preparation, implementation, and monitoring of Land Use Plans marking a significant step towards structured and sustainable urban development.

The optimum allocation and utilization of land are critical to addressing the challenges posed by rapid urban sprawl. The Land Use Plan serves as a comprehensive guide to ensure that urban growth is effectively managed and aligned with the Sustainable Development Goals.
To facilitate local governments, the Local Government & Community Development Department provided essential technical and financial support while safeguarding their autonomy. Active involvement of local governments in the planning process was prioritized to promote inclusivity and ownership of these 20-year Land Use Plans.
We have successfully completed the District Land Use and Zoning Plans for Punjab, establishing a comprehensive policy framework that equips local governments with the tools to manage land use efficiently. This milestone was achieved on a fast track through strong collaboration between the Local Government & Community Development Department and the District Administrations. These plans have been duly approved and notified under the Punjab Local Governments Land Use Plan (Classification, Reclassification, and Redevelopment) Rules 2020.

The land use and zoning plans were crafted using a balanced and data-driven approach designed to address the distinct needs of local communities. These plans not only outline the urban growth limits for the next 20 years but also ensure a balanced distribution of land for various purposes, including residential, educational, health, IT neighborhoods, commercial, economic, and industrial zones. Additionally, the plans enhance district connectivity through a network of roads, including the Ring Road, bypasses, structure plan roads, farm-to-market roads, intercity corridors, and the widening of existing revenue paths. Developed through the collaborative efforts of Project Management Unit (PMU), Planning Officers in each Local Government, Consultants, and local stakeholders, the plans provide actionable guidelines for shaping urban growth. Their implementation will focus on creating balanced residential, commercial, industrial, and agricultural zones while addressing environmental sustainability and socio-economic inclusivity.
