Mr Shakeel Ahmad Mian PSS Event
(Secretary LG & CD Department)
- Firstly, it’s a huge accomplishment that Land use Plans for 11 districts have been notified, along with 21 more plans expected to be approved in the next two months.
- After the Plan preparation, the main challenge lies in the implementation, which will require professional efforts and the use of digital tools. Key stakeholders in this process include Local Government authorities, planning officers, district administrations, landowners, and developers. Furthermore, successful implementation can be achieved up to 70-80 percent by focusing on the preservation of proposed roads, such as Ring Roads, Bypasses, and Structure Plan Roads. Therefore, priority should be given to the preservation and implementation of Structure Plan Roads.
- Proposed amendments to the existing land-use rules should be considered, or new rules should be developed based on emerging needs and stakeholder feedback.
- Deputy Commissioners (DCs) must actively enforce development controls and ensure that all approvals align with the plans.
- Pending applications for private housing schemes and land-use projects should be uploaded to the digital dashboard for better tracking and record.
- Planning Officers are encouraged to provide feedback to improve the planning processes and contribute to enhancements in the Planning Support System (PSS).
Ms Ume Laila Naqvi PSS Event
(Project Director PMU LG & CD Department)
- After the Plan preparation, the next and foremost step is to implement the plans that can be achieved 70 to 80 percent by focusing on implementing Structure Plan Roads. A strong collaboration is necessary with PLUSE and Revenue Department to integrate mauzas, and digitized khasra data on the Proposed Structure Plan Roads.
- The Planning Support System (PSS) facilitates automated zoning and over time, it will monitor unauthorized land use changes. Its advanced tools streamline Notified Plan reviews, making the process easier and more efficient by detecting land-use violations and enabling timely corrective actions.
- Further, there has been a restrictive data-sharing culture, which will be addressed by sharing reports and plans with allied departments and planning officers. Additionally, these Plans and Reports can be accessed through the online portal.
- Lastly, we would have liked to keep these reports in the UET CRP Department library and ensure access and training for future planners.
